well for starters try to advertise your website on other websites ( which will cost you) but that is the best way. For example some websites allow you to post your add their for some cash obviously the more people who visit that website the more you will have to pay. References :
posting weather alone wont cut the bread. think of something that people will find in your website that they will not find anywhere else like in weather.com, as far as i know, weather.com does a great job and why would anyone go anywhere else. think of something that will make them come back! because come on.. people don’t know your website. trying advertising but i don’t think it will be worth it. you need to do something that will caught the public’s eye. weather alone will not cut it.

You also need to mention your website on other networking websites and just plain get the word out there by telling people you know (who will likely tell people they know). You need sponsors. They would be able to help you advertise your website.
But you need to come up with the cash upfront.
